There shouldn't be a problem. That would be
traffic_calming:bicycle:forward and fits perfectly well with all the
other tags that use a direction and a vehicle type at the same time,
for example maxspeed:hgv:forward.
It's not officially documented or even proposed yet, but there
actually is a scheme of subkey order that fits almost globally:
