[Tagging] RFC for tagging porposal: parking:condition:*=city_parking_zone

I want to propose a new tagging that would allow marking
parking lane administered as public/city/municipal parking zone
without tagging it in detail such as 

parking:condition:both=ticket
parking:condition:both:conditional=free @ (Su, Mo-Fr 20:00-10:00)

Proposal is triggered by attempt to implement support for
parking:condition:both / parking:condition:left / 
parking:condition:right in StreetComplete editor as
- mapper may be unaware about all rules applying in parking zone
(I have not noticed for a long time that my city requires parking
tickets also on Saturdays, many people may miss other exceptions)
- entering full detail is really troublesome and annoying
- parking:condition:both=city_parking_zone is proving some useful
info already and in at least some places full detail can be added
remotely

Main problems:
- are there many places where adding full detail would require
repeated survey anyway? In such case
parking:condition:both=city_parking_zone would be much less
useful as data
- maybe municipal_parking_zone would be a better value, to
support towns better
- one more value in already complex tagging scheme

Main benefits:
- make possible to tag high-level overview
