[Tagging] Docks - Change to use the natural/water schema?

Hi Dave,

Back when Brian Sperlongano's river modernization project was in full swing, I noticed this discrepancy you also picked up on. At the time I put down some time and created this page: https://wiki.openstreetmap.org/wiki/Tag:water%3Ddock

I didn't put a lot of time in enforcing the new tag in other parts of the wiki, and I wasn't interested in doing a mass retagging worldwide anyway. Feel free to leave feedback or build on this.
