[Tagging] access on both area and highway

I would expect that for ways access on ways would be processed and 
access tags on areas would be ignored 
(note that there are cases of open-access road going through area that is otherwise
forbidden, for example some roads through military areas and trails through national
parks - in  both cases ban on leaving road/track/path may be present)

I would expect that for areas outside paths access on areas would be processed,
though it is rare case and such access is rarely tagged
