In which cases link to wikidata in infobox would be better than link to wikipedia
in external links?

See say https://wiki.openstreetmap.org/wiki/Tag:natural%3Dheath - 
which one of https://www.wikidata.org/wiki/Q27590 and
https://en.wikipedia.org/wiki/Heath is more useful to a typical reader?

Or from https://wiki.openstreetmap.org/wiki/Tag:emergency%3Ddefibrillator
- compare https://en.wikipedia.org/wiki/Automated_external_defibrillator linked
in external links and https://www.wikidata.org/wiki/Q787407

(note that data items are linked from Wikipedia articles in sidebar, 
so if someone wants to reach them they can do this in case of 
linking Wikipedia page)

Well, noone is forced to open them but when you look through infobox
you inevitably see them.
