There are mappers who do that, for whatever reason. There are other 
mappers who intentionally avoid it.

The situation "the institution has a facebook page but no website" can 
be cleanly and adequately expressed by adding a facebook=* tag and no 
website=* tag.

There's no good reason to add the same URL twice, and doing so only 
results in additional complications. (For example: Which social media 
URL should be copied into website=* if the institution has no website, 
but several social media profiles?)
