[Tagging] How to map trolley bus

The route relation would still be route=trolleybus. If the road does not
have a trolley wire above it (forcing the trolleybus to lower its pole and
run on battery power), the road should have trolley_wire=no.

Sometimes this makes warnings appear in iD and JOSM, but they should be
ignored.
