I suspect that the tricky bit in some countries is working out what an 
"assumed default" is?

In my bit of England it varies by business, by location, and by target 
market - I certainly wouldn't assume that anything here took cash (or 
cards, or some sort of phone payment) without explicit tagging.  I can 
think of at least one largeish cash-only chain here (Samuel Smith's 
pubs), lots of small shops and restaurants that are cash only, and a 
significant number of places that are at best cash-hostile (small shops, 
and residents in larger "pop-up" business areas, etc.).  Also, if you 
want to pay for parking in a small rural car park with cash, good luck 
with that.

If an assumed default for the UK is "payment:cash=yes" (and it probably 
just about is), then right now there actually is enough doubt make 
explicit tagging worthwhile, at least in my bit of the world.
