... OR entice mappers to spend their time tagging the assumed default 
(even when not "bulk")! We had that with StreetComplete at one point, 
where StreetComplete users would hike a city and tag every single street 
as surface=paved or something, when instead it would have made much more 
sense (and less noise) to tag the 3% of non-paved streets as such.
