the difference is mostly width, but the cutoff is not at the width of a
double-tracked motor vehicle (which is typically below 2 meters, and
maximum 2.55), pedestrianized streets usually are much wider. You could
theoretically drive an ordinary car on a 2m wide footway, and many footways
are at least 2 meters wide.
