This is an alleyway in East Sheen that runs down an avenue of delightful 19th-century cottages, the model cottages. Model not because they were small, but because they were the perfect model for how homes for workers should be built.

These roads indeed are a bit weird until you realize that this
doesn't actually change any rules (laws) or priorities. They also
don't actually change the classification of the roads, even though
in some cases when the bicycle paths are shared on the same
asphalt those bicycle lanes are painted wider.
In short, just tag them as a normal road according to normal
classification (typically highway=residential) and
bicycle=designated.
