First make your own for JOSM, and get out all the bugs and have the 
local community use it.

Anyone can build presets for JOSM, and publish them here:

https://josm.openstreetmap.de/wiki/Presets

When they are published, anyone can install in JOSM via the presets menu.

Have a look at the Dutch one for inspiration:

You can install it from within JOSM of course.

Personally, I'd recommend hosting the preset on the JOSM wiki itself. It 
makes it easier for other contributors to fix small issues when you are 
unavailable for some reason, and doesn't have it depend on an external host.

You can create a Map Paint Style for JOSM as well to highlight the 
various cycleway types for easier editing.
