The Danish law says (my translation)

§10 Pedestrians must use the sidewalk, footpath or road verge, but not the center of 
a dual carriageway. The cycle path or carriageway may be used only if there is no 
sidwalk, footpath or suitable road verge.

So there are a few narrow alleys in old town centers where pedestrians have to walk 
on the road, but those ways are usually signed as pedestrian or living streets.

In almost all cases you cannot walk *on* roads for cars, except 
pedestrian,living_street and some service roads.

And with very few exceptions you cannot walk on cycleways.

In Denmark there are 26000 pieces of highway=cycleway,foot=yes

Very few of those are real cycleways where you can legally walk on the actual way.
But it is not obvious without surveys if they are shared paths, cycleways, footways 
with cycling allowed, etc.

Some are clearly mainly meant for cyclists. E.g, they have lane markings, give-way 
signs, two-way signs, yield lines, etc. But some of those are signed as shared 
foot/cycle paths ("fællessti in Danish"), usually when there is not a road for cars 
parallel to them.

If there is a real cycleway, not close to a road for cars, I still do not think that 
highway=cycleway,foot=yes is correct because according to the law you cannot walk on 
the cycleway if the cycleway has a suitable verge which they usually have. A 
user/router should know that you can either walk on the cycleway or on the verge of 
it just as a user/router would for e.g. a highway=unclassified.
