[Tagging] Mapping cycle tracks as separate geometries, but still know they are tracks?

Yes, that was a bit imprecise. I hoped the inclusion of highway=* was
sufficient to indicate I was referring to the carriageway line here.

Not my intention. I meant only to say that _if_ a mapper has decided to
map as a single line, _then_ a normal scenario would be to map in the
outlined fashion.

This scheme is also indistinguishable from a standalone cycleway with a
sidewalk.
