This is very much off the top of my head and relies upon others recollecting or doing research on the topic, but it reminds me of what I recall as certain "ecclesiastical boundaries" (in the UK, I believe) in earlier days of OSM.

I don't know what we did about those, but we might do the same for these.  It may fall into realms of landuse=religious and/or amenity=place_of_worship (+ a valued denomination key), perhaps with barrier=fence or barrier=(something else).
