[Tagging] Hitching posts as a form of parking

Sorry @ Anne-Karoline, I mis-read your posting.  I thought you meant _including_ dogs, goats, pigs....
IMHO a hitching point can potentially be used for any animal.  If signage shows that it is intended for particular animals, that can be indicagted in subsequent tagging "dog=designated"; "cat=no" etc.

Why do you want to exclude animals, especially dogs? Compare [1]. We 
already have approved tags amenity=animal_boarding and 
amenity=animal_breeding; why not copy the animal part from there?
