[Tagging] Homogenize diplomatic tags

As proposed, I continue here our discussion started on 
https://www.openstreetmap.org/changeset/117329397

I am the person having worked on all these diplomatic objects in OSM.

To be transparent, I looked in my notes and found all the following 
maproulette challenges on this subject. I could add that I did a big 
part of the tasks, maproulette was a tool for me.

23990 - add office=diplomatic + diplomatic=embassy when 
[embassy][office!=diplomatic]
23992 - add diplomatic=embassy + embassy=* if 
[office=diplomatic][!diplomatic][~"^name"~"embass",i]
24031 - change to diplomatic=consulate if 
[diplomatic=embassy][~"^name"~"consul"]
24032 - add embassy=* if [diplomatic=embassy][!embassy]
24035 - adding name:fr to diplomatic object
24098 - change to office=diplomatic if [diplomatic][office!=diplomatic]
24101 - add country=* on diplomatic=*
24182 - set consulate=honorary_consul if 
[diplomatic=consulate][consulate!=honorary_consul][~"^name"~"honor",i];
24295 - Replace diplomatic=high_commission with diplomatic=embassy + 
embassy=high_commission
24296 - Replace diplomatic=permanent_mission with diplomatic=embassy + 
embassy=mission"
24297 - Replace diplomatic=delegation with diplomatic=embassy + 
embassy=delegation
24298 - Replace the diplomatic=ambassadors_residence tag with 
diplomatic=embassy + embassy=residence
26851 - improve names of diplomatic offices which have, in their 
name(s), at least one group of capital letters or have a first letter in 
a lower case
26976 - move country=* in capital letters
26992 - move target=* in capital letters
27058 - add country=* if office=diplomatic

The challenges causing this discussion (change tag x to tag y) seem to 
be the following ones :
24295 - 58 objects modified
24296 - I didn't find the number but there are today 148 embassy=mission 
nodes in the world
24297 - 32 objects modified
24298 - 119 objects modified

These modifications may be compared by exemple with the challenge 24032 
having modified 2537 objects.

The whole project doesn't look to me as a mechanical edit, but after 
your comments, I agree now that "changing tag x to tag y" should have 
been communicated before. Even if this is a small part of the work.
It was a mistake and I apologize for it.

You suggest to modify something in the wiki, I am ready to participate, 
but please I will need a guidance since I don't see exactly what you are 
expecting.
