[Tagging] Homogenize diplomatic tags

My understanding is that "Elevation of diplomatic=* to primary tag 
status" was just a counter proposal not included in the final version.

I saw that you deprecated these pages. If no objection, I will remove 
the lines : delegation, high_commission, ambassadors_residence, 
non_diplomatic
For the 5 nodes diplomatic=non_diplomatic, some are probably just visa 
application centers, and some other ones are not clear. I will put a 
note near each node, asking local people to clarify what it is, with 
links to the wiki.

But for the permanent_mission line, with 200 objects in use and a link 
to a deprecated page, do we remove the line ? I checked with overpass, 
almost all of them are in New York "mission to the UN". What would be 
your suggestion for these objects ?

Do you mean that it doesn't look "proper documentation" ? What should be 
done ?

:
* establish formally the office=diplomatic primary tag/key value 
combination, with the additional tag diplomatic=* with key values of 
[embassy, consulate, liaison]
