I think the lifecycle prefix could do with an additional stage of decay
https://wiki.openstreetmap.org/wiki/Lifecycle_prefix#Stages_of_decay to
record activly being decommissioned (being removed, under rehabilitation).
disused implies it's just sitting there unused waiting for it to be
reinstated or continue further decay
abandoned implies it's being left to naturally decay
demolished implies it's been taken down already
removed means it's been taken away
This could apply to:
Forestry operators logging native forests are required to rehabilitate the
site after logging.
Bushland being restored actively through weeding and replanting.
Mining sites which have finished extracting and now restoring the site back
to a condition before they started.
In the landfill scenario:
- landuse=landfill (in operation)
- rehabilitating:landuse=landfill (site is being rehabilitated, so still
exists but not accepting new material)
- was:landuse=landfill (former landfill site) + landuse=brownfield etc.
