It's common for these sites to be fenced off with the branding of the
developer plastered around it before construction starts, so these are
observable on the ground. Even for greenfields they sometimes have signs
advertising lots for sale before any construction has started. Some sites
might be cleared (landcover=grass) or others still the native forest
(natural=wood) while in the greenfield state.
