[Tagging] Feature Proposal - Approved - amenity=parcel_locker

Am considering a request for manual updates from the UK community, but when
looking at it in iD the NSI presets are a bit wonky. I raised an issue
https://github.com/osmlab/name-suggestion-index/issues/6161 .....I guess
this is less of an issue to France if you've now changed them.
