I made a four-paragraph re-write of the lede of that article, pretty much
from top to bottom, to improve flow and (hopefully) capture the actual
state of affairs in tagging.  I take the fact that Simon only felt the need
to edit seven words out of those four paragraphs as an indicator that I
came pretty close to the mark.  As always, all should feel free to pitch in
on this stuff.  The wiki doesn't write itself.  On a side note, being
quoted less than 24 hours after I wrote something on the wiki might be a
new record.

Here is my re-write of the lede (plus subsequent typo fixes) after noting
