[Tagging] Proposed feature - Voting - Power transformers classification refinement

Dear all

The power transformers classification proposal RFC started last August,
shows no more comments. Vote now begins until Febuary 21.
It looks like a very technical proposal (as many power topics) and
addresses consistency issues some mappers had in the past when they
contribute on power infrastructures.

The last proposal on this topic was reviewed in 2017. Experience and past
discussions encourage to make proposed improvements.
Proposed changes will reduce struggle to chose the right transformer=*
value, not depending on the substation's role any more.

The proposal aims to introduce a new value transformer=main and discourage
transformer=traction.
transformer=distribution scope is proposed to change and limit it outside
of proper substations.
transformer=auxiliary scope is proposed to change.
Finally, transformer=auto got its own dedicated key as it wasn't possible
to combine it with other transformer=* values.
It is definitely optional tagging, no one will be forced to map
transformers in details.

Rationale chapter gives most of required technical and osm background
regarding what it is proposed. Feel free to ask in case of missing
information.
