If there was just a simple "No Camping" sign, I would guess that marking the area as camping=no is a preferred solution.

But yes, I believe board_type=rules can be used for a "No Camping" sign whenever there is a reason to map the sign itself as information=board. I would say especially in case the sign contains more detailed information. It might possibly also come handy if the prohibited area for camping=no cannot be determined.
