[Tagging] Adding board_type=rules to wiki

I think that's ok, but this further pushes us into tagging multiple
values, and that gets into problems where renderers don't cope and that
leads to tagging for the renderer.

And example is a large board at a conservation land entrance that has:

  - name of property
  - trail map
  - rules
  - "beware of ticks" and tick info (ticks are insects that transmit
    disease to humans
  - extra warning to dog owners to pick up dog waste (already in rules)

so I guess I would say

board_type=map;rules;notice

at least.   And I guess whatever happens with it is ok.  If you agree
with this interpretation then I think your proposal is fine, and if not,
I don't understand.
