Hello OSM Tagging

Hello I had an argument about the lifecycle of rail.
two parts 1 is the wiki and 2 is the lifecycle arguments
1.
in this argument they used
“This tag is used together with construction=* for any type of
highway, including roads, tracks and paths, currently under
construction and impassable by the traffic it is intended for.…If you
know the date at which a construction site is expected to be
completed, you can tag it with opening_date=*.”
this is within Tag:highway=construction

It confuses me that highway has information about railway and tracks
if railway=construction also has a wiki entry.  My question is about
removing tracks and railway references from highway and adding links
to railway=constructed.

Is this something we should rectify or add to the higher wiki page?

additionally railway=rail is a description of the rail and not a
description of the use and does bind with this assertion of the use of
a line for construction.

My point of view is if the rail is or looks to be "active" it is to be
labeled rail just like the wiki describes no matter the use or the
official announcement. Even if the line is not yet taking passengers
or moving cargo.

By labeling it this way we state with the map data the correct
attributes of the rail on the ground. If the description of
railway=rail are not ture and are about the use of the rail line then
this will need to change.

railway=construction is a use of the line if it is already intact
passable or in testing. we could in turn add service=construction for
the use of the line until officially active for whatever the
officially announced use is.
Additionally a life cycle prefix which is beyond construction for
places like this where a rail line is intact and passible but is not
active for service to the public as of yet could also resolve this
issue.
