[Tagging] How to mark step over tiny fence which is not stepover stile?

The photo shows a short barrier at the edge of an area of grass and a
sidewalk, with a single horizontal bar located about 30 cm above the
ground, over some concrete blocks (or pavers?) which form a border.
This looks almost like a kerb (curb) to prevent wheeled vehicles and
bicycles from passing, though it’s most similar to a garden border, or
landscaping edging.
I suppose barrier=fence with height=0.3 is an option, but barrier=kerb
would be closer in function. We don’t map a 20 cm high concrete kerb as a
barrier=wall + height=0.2, do we?
