[Tagging] Lifecycle of rail

A remaining issue I have with our wiki's construction page (again, thanks Mateusz for your updates) is in the rail table, for construction=preserved (rail).  If you think about it, imagining ANYthing that is characterized as "preserved rail" (heritage rail often associated with old-time railroads, like for a rail museum) as having (new) rail "under construction" doesn't make sense.

Hence, I'd like to ask if people agree that the combination railway=construction + construction=preserved be removed from that table (by deleting the "preserved" row).  I can do this, Mateusz can do this, but I would like some feedback here that it's correct.

Thanks to Nathan for bringing it up and others who have helped to unravel most (or even all) of this.
