[Tagging] Deprecating phone=* in favor of more ambiguity in the database

Martin,
I'm not in this author's mind but took it as a mistake and/or bad
choosen words or a syntax error (saying that the phone tag brings more
ambiguity to him) when I read it. Past and existing discussion was clear
that the intent was to merge two tagging schemes into one, even if the
modification proposed did not won approval. So I concluded that the
title (and first sentence which was copy-pasted) was to be ignored.
Which is terrible because with such a hot topic he lost the few
attention that some were ready to give him, summarizing his long
proposal to the exact opposite of what he wanted to achieve. And then he
was banned with no opportunity to explain if it was an error (as I think
so) or a provocation.
