[Tagging] tagging of obstacles on cycle- and foot-ways

(my apologies if this is a duplicate - I am sure I have brought up this
argument in the past, but don't find the thread)

Where I live footways and cycleways are full of obstacles besides cycle
barriers, bollards and the like.
I am referring to:
traffic sign poles, lampposts, electricity poles, publicity poles,
recycling containers, trees, uneven surfaces, letterboxes, bus stop
shelters, bus stop signs, planters, telecommunication racks, and more

Just a few examples

streetlamp, traffic signs, publicity on a foot-cycleway:

Streetlamp, publicity, traffic sign on a foot-cycle crossing:

planter with publicity on a foot-cycle-way

publicity pole on foot-cycle-way

row of telecommunication racks on sidewalk:

My question is twofold in reality:
How to tag the hazard type?
How to tag the position with respect to the centre line of the footway or
cycleway?
