Let's not be so pessimistic! :-D  Since it seems that sewage is a sticking
point, perhaps the easier path is to scrub the mention of
reservoir_type=sewage and take it out of the proposal to narrow the focus.
I've got a couple proposals under development targeting these features
[1],[2] that once fully developed can hopefully solve the problem of how to
tag sewage features.

For now I'm thinking a simple note that sewage features are not lakes,
ponds, or reservoirs should be sufficient.
