[Tagging] Traffic signal warning lights?

Single aspect traffic signals like those seem like a good candidate for
highway=traffic_signals and traffic_signals=blinker.  I tend not to map
these as they're usually of insignificant interest compared to the other
possibilities for tagging, such as the signal ahead sign or the stop sign
they're mounted at.
