[Tagging] Clarification on the role link in route relations

Adding link roads not belonging to road relation with link role
makes as much sense as adding cycleways with role nearby_cycleway.
That is - none at all.

(this does not apply if link roads are are also part of road relation, but
I am not aware about cases where it applies, maybe except UK cycleway
case that was mentioned)
