[Tagging] Clarification on the role link in route relations

In places known to me in Poland adding either ramp leading to road and ramp leaving road
to road route relation would be a clear mistake and invalid data. And would edit it after
spotting.

I would also consider it as something very unexpected elsewhere and treat it as a broken
data.

Is there any place in the world where such tagging has - for some strange reason -
support from local mapping community?
