[Tagging] Traffic signal warning lights?

Further discussion on the talk page came up with:

*The example from Australia is a different kind of flashing beacon, which
can be mounted on any kind of warning sign, not just advance warning signs
about intersections. I'd probably tag the traffic_sign

I don't think it's necessary to associate the sign with "traffic signals"
