my point was that we need more than 2 levels.
hospital (complete) on level 1
department (e.g. radiology) on level 2
but then there are subparts like CT, xray, PET, ultrasound, MRI, etc. each
of which may have their own organisational unit and space (even distributed
in remote places on different sites).
