[Tagging] amenity=washing_machine

Shop & Amenity are both implemented in the database as primary tags, 
There should only be one primary tag per object.
Additional tags should be sub/adjective tags which help describe the 
details of object, such as those listed in the section  'Tags to use in 
combination' of the primary tag shop=laundry.
