I think the tag can stand by itself.. just as the washing machine is.

I don't think that "available for public use" is intended to restrict
this situation, but are there to stop people mapping private home
washing machines. Similar to some objecting to mapping private home
swimming pools.
In this situation I'd simply add the tag access=customers
