[Tagging] ISCED (2011) tagging for schools

I invested some time map ISCED (2011) levels to (almost) all swiss school types: https://wiki.openstreetmap.org/wiki/Switzerland/Map_Features#ISCED_.282011.29_school_levels . A group of swiss mappers will potentially add a larger number of ISCED mappings to swiss schools in the near future.
Further I made the following changes to the Wiki:
- Add a line for Switzerland at https://wiki.openstreetmap.org/wiki/Key:isced:level#Conversion_of_local_terms
- Create https://wiki.openstreetmap.org/wiki/Key:isced:level:2011
- Create https://wiki.openstreetmap.org/wiki/Key:isced:level:2011
While working on this, I noticed a comment at https://wiki.openstreetmap.org/wiki/Talk:Key:isced:level#ISCED_1997_and_2011_versions proposing instead the alternative tags
isced:2011:level=*
isced:1997:levle=*
(notice the changed order of year and "level")
Question 1: Since explicit tagging of ISCED 2011 is generally not very frequent yet, there is IMHO still a chance to make this right. What order of year and level would you prefer?
Question 2: ISCED levels can have 1, 2 or 3 digits. I assume its fine to tag a school with any of these variants, but did not found a corresponding text on the Wiki. Is there a consensus that all three variants are fine on ISCED keys?
Question 3: There seems to be an uncertainity, how schools covering multiple levels shall be tagged. The variants I have seen, are
- using semicolon
- using /
- using - (denoting intervals)
Shall we try to unify the tagging for this? (This has also some relation to question 2)
Question 4: Could you kindly comment on https://wiki.openstreetmap.org/wiki/Switzerland/Map_Features#ISCED_.282011.29_school_levels ?
