[Tagging] compressed_air=yes / no - adding to amenity=fuel

I'd generally expect compressed air to be available outdoors, and
therefore to be "open" 24/7. So I'd see this as incompatible with an
opening_hours tag on the amenity=fuel poi.

Of course, we could add opening_hours:compressed_air=24/7. That seems
pretty awkward to me, though.
