[Tagging] compressed_air=yes / no - adding to amenity=fuel

This strikes me as rather clumsy, as the compressed air might be
available at different opening hours than the fuel station thus
resulting in a misleading interpretation of the opening_hours=* tag.
There is also the strong possibility of differing accepted payment
methods between the two, specifically that proprietary credit cards may
be accepted at the fuel pump but not the compressed air machine.

A relation would make a bit more sense, but still runs the risk of being
a bit more awkward and may be broken by otherwise well-intentioned mappers.
