[Tagging] Feature Proposal - RFC - Aeroway/Highway crossing

Interesting idea, even though it won't have a "lot" of usage.

A very minor point, but the example photo of the safety car crossing a
runway is not really applicable to this proposal, as they are able to cross
more or less anywhere, anytime.
