[Tagging] Semi-colon separated route values

I think these are something that requires verification.
I'm sure there are some legitimate instances, but believe there are 
quite a few where contributors get confused between a path along which 
multiple transport modes are designated to travel, and a defined route 
which passes over ways of multiple classification.

Only the latter should be a route relation.
