When we say "deprecated" in OSM terms, this translates in reality to
"described as deprecated in the wiki, perhaps with a recommendation to use
a different tagging instead".  Sometimes these deprecations come about as
changes to the wiki resulting from proposals, and sometimes they are simply
the outcome of the wiki gardeners documenting de facto cases of obvious
tagging mistakes or taggings that are no longer meaningfully in use.

I am not sure what the problem is that this proposal is trying to solve.
If someone wishes to categorize the reasons for which tags become labeled
as deprecated on the wiki, that sounds like an academic exercise rather
than a topic for proposal and vote.
