I am also confused why "replace the current reasons listed in the table with a
more consistent list" is done as a proposal.

If more consistency/accuracy can be achieved just edit this overtemplated monster
(if you can - I failed and ignore that page in my OSM Wiki editing).

Neither OSM Wiki edit plans nor data items editing plans require or really benefit
from a proposal.

BTW, "never implemented by editors / Q/A tools / renders / routing engines / tools"
is not a valid reason for deprecation by itself.

Also,
https://wiki.openstreetmap.org/wiki/Proposed_features/clarify_deprecation_reasons#Examples
recommends changing some specific explanation by generic vague ones.

In particular

(1) This tag is confusing. A furnace is a big oven used for melting metals;
some people also applied this tag for shops selling cooking stoves.

(2) The difference between a condominium and an apartment is purely legal,
difficult to verify, and unimportant to OSM.

seems clearly superior to proposed vague replacements.

(there are also other problems, like some data item plans for singular reason
of deprecation - while typically there are multiple)
