[Tagging] River crossing grade

I think the values on the proposal page now make sense:
dry
step_over
wet_soles
ankle_deep
knee_deep
wade
swim

Since this idea is just for describing pedestrian water crossings why not
make the key water_crossing:foot?  This would allow for future
extensibility into other transport modes:  water_crossing:vehicle,
water_crossing:horse, etc
