[Tagging] Deprecating phone=* in favor of more ambiguity in the database

we have been voting on this some time ago, IIRR, and the proposal was
rejected. Numbers are still very clear:

I invite everybody to abandon the "contact:phone" tag and embrace "phone",
in order to limit and reduce this unnecessary tag fragmentation.
