[Tagging] Homogenize diplomatic tags

Hi,
There are 5 diplomatic tags listed in this table
https://wiki.openstreetmap.org/wiki/Key:diplomatic#Values that are still in
use even if there is an approved tag describing the same objects.

I think that, instead of a mechanical edit, we should review them one by
one to make sure that we don't miss any specific use of the current tags.

high_commission -> https://maproulette.org/browse/challenges/24295
mission -> https://maproulette.org/browse/challenges/24296
delegation -> https://maproulette.org/browse/challenges/24297
residence -> https://maproulette.org/browse/challenges/24298
non_diplomatic -> few exceptions that need to be managed manually later
Next logical step would be to deprecate these tags.

Any comments before starting / publishing the challenges in public?
