[Tagging] Specify "private" - e.g. resident or employee parking lots

applies even for parking: HGV/buses may have different
flavor of private

seems to be the best one even if requires ugly namespacing
as alternatives collapse for trickier cases

all schemes above will be invisible for iD mappers which
use presets
but it is already unable to handle vehicle=* anyway
(I just opened https://github.com/openstreetmap/iD/issues/8923
show tags to all users - at least ones not understood by iD)
