I don't like the word "significance" because it can be interpreted that
there is a significance hurdle to be jumped over, but there are no tags for
"culturally, decorationally and historically insignificant fountains",
amenity=fountain is just for any fountain.
With regard to the meaning in British English, I do not believe the term
ist only used for the type of fountain that jets water into the air, or
maybe it is, but at least in OSM it is also used for fountains like this
(e.g.):
